Yeah, the whole first height in the Big East men's comp. was done outdoor, the rest was indoor.

I'm on the NCAA Rule Committee. Four years ago or so DII allowed the HJ and PV to be moved indoor for safety issues. Two years ago DIII allowed the same. Just last June at the summer meetings DI also allowed HJ and PV to be moved indoors. That is why this year especially you see a lot of schools moving things indoors. Here is the quote from the NCAA rule book page 156 under NCAA Championship Qualifying:
"Qualifying marks in all divisions must be made using an outdoor facility except the HJ or PV may be moved indoors for safety reasons by a decision of the competition's Games Committee. Qualifying marks attained under these circumstances will be accepted for individual and combined events."
