Can anybody tell me what the rules or regulations are that a set of high school standards must meet or exceed to be considered legal for competition?

my friends dad built some and only thing i rember him saying he looked up was peg length and thickness... cant really see y anything else would matter? nothing else tocuches the crossbar
I saw that thread and its where I got the idea from. I want to do something like that with a crank for height adjustment.
