Lack of facilities
A number of factors have to be in place for an athlete to train adequately for international events. These factors include training gear which in Uganda's case leaves a lot to be desired.
Uganda has one steeplechase and pole vault ground at Mandela national stadium in Namboole.
But these facilities are rarely put to their intended use. Facilities for other sports are also inadequate.

It's just so sad to think that potentially talented athletes just simply don't have the resources to nurture their athletic development, where other maybe not as naturally talented athletes have all the resources in the world to bring them to the world-class level.
