New rule up for approval

No Visible Time Indicators. Amend Rule 6-1.5 (page 85) as follows:
If visible time indicators are not used, the event timer shall give a warning by raising, and holding overhead, a yellow flag for the final 15 seconds of the time allowed. ((30-second warning. The warning signal, a yellow flag, must be raised and held in position for the remaining 30 seconds.))
Rationale: Thirty seconds is too long for a one minute normal period. Actual procedure is clarified.

PS - This suggested rule is up for approval later this year. It is not a rule yet!
