UCS International Standards

I'm fabricating new base pads for a pair of UCS International Standards (the ones with the wide uprights and the square yellow tubing where the bar pegs are located). I don't think that I have ever tried to lift the uprights off their wheeled bases -- we just roll them around on their bases. The picture on the UCS website looks like the uprights must lift off since they base pad they show encircles the upright.

Does anyone know if these uprights do lift off their wheeled bases? It affects whether I need to leave an opening on the pit side of the bases to slide them on or if I can make it an enclosed rectangle at the bottom (a sturdier design -- especially when executed by an English major like me.)

There are three main sections to UCS standards. There are the metal bases you screw into the concrete, the wheeled portion, which sticks up maybe two feet, then the standards slide in on top of that.
