Helmet Issue report

Last month I wrote a paper for one of my classes discussing the "against" side of the helmet issue. Now for my final paper I chose to write about the other side of the issue and argue for it. I know currently (as far as I know) there are a few states that mandate helmets for HS vaulters, however I can't find anything behind their reasoning. I assume it's because of tragedies that occured near those areas, but my assumption doesn't make for a good position in a paper.

Anybody know where I could find some information behind some of the states' reasoning for mandating helmets? Thanks

Honestly, for a paper you probably need something official, and that type of stuff is not really on any of their websites, so you really will need to call.

you got something against helmets?

Mine is started out as a safety thing...but now I wear it out of habbit and for a confidence boost. But I can also say there have been times that I have needed it.
