2002 European champion (remember that the Championships of Europe are conducted once every four years) Svetlana Feofanova, after a long interruption caused by last year’s injury, has returned to the top-list of the IAAF’s world rating of the best pole vaulters, occupying fourth place the day before starting the European Championships in Göteborg. Svetlana’s second place at the competition in London at the end of July allowed her to become fourth in her form in the IAAF’s weekly ranking and 172nd in the overall light-athletics ranking.
I guess prior to Friday she hadn't competed in enough IAAF-sanctioned events in the last twelve months to qualify.
