2007 World Championships in Athletics - Osaka

A and B standard athletes can now be entered in the same event
Following several meetings held for the preparation of the Timetable,
involving the IAAF Technical Delegates, the LOC, the competition Host
Broadcaster and TV rights holders, Council agreed to approve the final
version, as well as Entry Standards and Entry Conditions for the 2007
edition of the IAAF World Championships in Athletics.

It was also agreed that, for the first time ever at a World Championships,
IAAF National Member Federations would be able to enter one B standard
athlete in the same event alongside one or two A standard athlete(s) (3 in
case there is a defending World Champion entered). In the past, if a Member
Federation had A standard athletes in an event, B standard athletes could
not be entered as well, even though many were very close to the A standard.
All other participation conditions remain the same. "
