Here's a link to the NCAA 2007 change proposals.
There are a few that affect the vault.

Summary (since I can't copy or paste the text)

A rule is being added that allows for permanent runway markings.

Text is being added that says: "Pole vault helmets are permissible. If worn, a helmet ceritified by the ASTM standard is recommended."
(I don't know of any helmets being made that are certified to that standard yet, but I imagine some existing ones meet the standard and will be certified to it soon).

Updating the rule about runway markers:

"A maximum of two markers may be placed adjacent to the runway in the pole vault, not on the runway." "These markers must be made with a material that is approved by meet management and cover an area not greater than 7 cenitmeters by 15 centimeters. Shoes are not acceptable markers. The use of unacceptable material, after being warned, shall lead to the disqualification of the competitor. This restriction applies to practice, warm-up and competition."

I believe this applies to the pole vault:
"Once a competition has begun, competitors are not allowed to use for practice purposes the runway, ring or takeoff area except as acheduled." (removes wording that would punish this with counting an attempt as a miss).

Delete Rule 6-6-2c (the rule about the vault being a miss if the competitor leaves the ground but does not clear the bar or break the plane). This rule was dropped to be more in line with USATF and IAAF rules.

While I am not a fan of people coming up super short on vaults, the time limit restrictions will make it almost impossible to attempt to vault more than twice on one attempt anyway. I am definitely not a fan of someone trying to stop and their feet leaving the ground and it being called a miss.

Catching the pole - the pole may now be caught be the competitor, as long as it is never to prevent it from dislodging the bar.

Jump-offs - are now in 5 centimeter increments. Apparently the old NCAA rule said 8, though I have never actually seen a jump-off run in 8cm increments. It is now the same as USATF and IAAF rules.

Time limits - if a competitor has two consecutive attempts they now have 3 minutes left even when they are the only competitor. (but I think if you are the only competitor and you have won it is different? I would have to see this in the context of the other rules).

Becca, the time limit section is for jumpers in the "combined" event HJ or PV, not the open event.
