what is the rule on highest grip point. I thought it was about an inch below the top of the pole. Is IAAF different?

In high school, highest grip point is determined by the manufacturer of each brand of pole, and they place a 1" ring at their discretion a certain distance from the top of the pole that the vaulter cannot grip above. In NCAA, USATF, and IAAF, there are no restrictions as to where you can grip. Cap em if you can!

That explains Isinbayeva's grip at the Iaaf's. Black sticky and grip at the tip of the pole. It's on IAAF.org, go to results, women, multimedia.

PS - Had any frozen lizards lately??
