my standards were always at 60 cm or even further back, so even if I was still in HS as of this coming school year, it wouldn't have affected me that much...
I hold 12'5" on a 13'145... it's best to work with penetration, like they said...I understand the effects of not doing the right stuff all too well...

Well.......You would not like the way almost ALL of us on this site (not to mention most safe vaulters) think. In my 22 yrs of vaulting and 17 yrs of coaching my athletes practice with the standards glued at 80cm and never compete with them any closer than 55cm. If you managed to clear a bar with the stands at 12" and you dropped straight down from that point all but your shoulders and head would be in the box. Your margin for error is way too small with the stands a 12".

Look at it this way, you will be able to jump much higher gripping lower with the standards on 30" than you can gripping too high with the standards on 12"
It is in your own best interest to bury the standards!
Most big timers will cheat them back as far as the officials will let them. Ask Bubka where his standards were on the majority of his 6m+ jumps ... 80cm+

We never jump in practice with our standards closer than 22 inches. Most of our top vaulters jump with them anywhere from 26 to 30 inches. It scares me everytime I see a vaulter with standards closer than 18 to 20. The margin for error is so small, going straight up and back down, that any small mistake can land you in the box. Like getting jammed (taking off under). Not that any of us ever do that.
Also, you can jump higher more consistently holding lower and landing deeper with a better arc over the bar.
Example: At one of our meets this year Chase was getting good penetration at about 30", directly over the bar, and cleared about 16' 6", but the pole was moving slower than we wanted and he didn't clear it by much. We went up a pole (about 3lbs) but didn't want to bring the standards in. We like landing in the sweet spot of the pit. So we lowered his grip a few fingers, stiffening up the pole a little, allowing it to roll over better for great results. The result was about 5 lbs stiffer with a slightly lower grip.... He smoked 17' 1".

i was a little ticked when the made the minimum 45cm for college this year, but this does help safety in a way. i used to vault with my standards close all the time. my pr the year before the change to 45cm and the smaller pegs was set with standards at 33cm and the bar would have fallen with the new pegs, but barely stayed on with the old. the 45cm rule did kind of get in my way in a few meets, but i made the adjustmet. it would be nice once in a while when you need just a little extra to be able to jack the standards in to 30, but oh well. safety first.
oh yeah, wasnt there once a rule that you could put standards in front of zero.

HERE IS A COPY FOR YOU AS REFERANCE
2003-04 Track and Field Rule Changes NFHS
3-2-3f The games committee shall designate the approved items (tape, chalk, half-tennis balls, etc.) and locations in the acceleration zones of all relay races run in lanes.
Rationale: Gives the games committee the authority to designate which items are allowed for marking acceleration zones of relay races
4-3-2 Uniforms shall be worn as intended by manufacturers…
Rationale: Consistent with uniform restrictions in other rule codes.
4-5-9g A competitor views a videotape, or any other visual reproduction of competitor’s performance, prior to the completion of the competition.
Rationale: This rule change will clarify that viewing any form of visual aid, not just videotape, prior to completion of the competition could be deemed an unfair act.
4-6-2 A field event begins at a time designated by the games committee and concludes when the places have been determined and the field event judge has recorded the results.
Rationale: This addition will clarify when a field event officially begins.
5-7-1 When a pistol is used as a starting device, a .32 caliber is recommended for outdoor venues and a .22 caliber is recommended for indoor venues.
Rationale: Without guidance, inconsistent calibers are being used to start races.
6-2-4 Three preliminary trials shall be taken in flights of four to 12 in the order contestants are listed for competition.
Rationale: Offers greater flexibility for the event judge.
6-2-13 Warming-up shall not be allowed in any throwing venue until supervised by a coach or official.
Rationale: To minimize the risk to competitors and bystanders, no warm-ups shall be allowed until there is an adult coach or official on hand to supervise the area.
6-6-3 In the javelin the foul line arc shall be marked with white marking material or a white metal, plastic or wood band 2-3/4 inches (7cm) in width. If using a band, the top surface shall be level with the throwing surface. The line or band shall be in the throwing sector with the edge toward the runway coinciding with the foul line arc. A line 2-3/4 inches (7cm) in width and at least 2 feet 5-1/2 inches (75cm) in length shall be placed or painted on each side of the runway perpendicular to the side boundaries at the intersection of the foul line arc and the inside of the side boundary lines.
Rationale: Allows use of a painted arc on any surface, and requires the athlete to demonstrate control by exiting behind the intersecting lines.
6-6-11g In the javelin the athlete fails to exit the runway, under control, behind the foul line arc and the perpendicular side extensions after the javelin has landed.
Rationale: Requires the athlete to exit the runway in a manner consistent with other throwing events.
7-2-9 Warming-up shall not be allowed in any jumping venue until supervised by a coach or official.
Rationale: To minimize the risk to competitors and bystanders, no warm-ups shall be allowed until there is an adult coach or official on hand to supervise the area.
7-5-9 Note In the pole vault, the front cutout should be tapered away from the planting box to allow the pole to bend uninhibited.
Rationale: This change will minimize obstruction to the bend of the pole.
7-2-10 Illegal aids shall include the practice of taps (pushing the vaulter on his back) at take-off in the pole vault during warm-up or in the competition.
Rationale: In order to minimize risk, aids that assist athlete are not legal.
7-5-19l A competitor shall have the pole vault standards or uprights set to position the crossbar from a point 15.5â€Â
