And here is what Chelo told me about Tommy (and was too lazy to post herself :P )

Tommy was way over 5 meters on his first attempt, but came down on it. His second attempt he ran better, was under, and bailed. His third attempt he was under again, went for it, but didn't quite clear the bar. :(

This was the best contingent the US has ever sent to a major international competition. Two high schoolers, National high school record holder KIRA COSTA, San Joaquin, Fresno 13-0.85 and USATF National Junior champ JULENE BAILEY, Nampa HS, ID, 13-06.5. On a bright, windy day here at the National Stadium, both cleared 4.0 meters, along with Brazilian Karla Silva, making it an interesting competition. The Brazilian passed at 4.05 (13-03.5). Costa, vaulting first had three close misses while Bailey, showing great technique, skimmed over on her third trial. With the bar at 4.10 (13-05.25) Silva, inexplicably merely ran through the pit thus eliminating any chance for the gold. Bailey had three good tries but couldn’t clear. “I WON!!! Vaulting after sitting for two hours with no run-thrus usually doesn't work very well.

If all their MISSES were the same at the same heights, then it results in a tie. They tied for second.
