Need to vault in flats at low heights

I just ran a girls meet last night and we had a vaulter blow out her knee. She landed on her feet and her right foot twisted when her spikes caught on the top pad. I have never seen a vaulter in so much pain.
The bar was only at 7'3"and all of the girls were landing on their feet at this bar. As a coach, my girls are not allowed to jump in spikes until they open at 9' so they can land on their backs most of the time. Out of 23 vaulter, my girls were the only one's in flats. The top vault was 10'3 with second at 9'9".
