What exactly IS the men's WR?

I've heard Bubka's WR quoted as 6.10m, 6.11m, 20' 1.75", 20' 1.25", 20'.75", 20'.25", and 6.15m.
What is it!?

Remember that he set more than one indoor and outdoor WR... And that he JUMPED 6.40 in the air, but the bar was only at 6.01. (ONLY 6.01!? ;) )
