For the meet at Caroll college on June 21st, are highschoolers allowed to have their coaches present?

Yes. The WIAA rules allow unlimited coach/athlete contact in the summer months (at least through July) in several sports, including track & field. Look at the Rules at a Glance link on the following webpage:
