Kind of a spin off that may need another thread, but similar topic:
Best high school #1s or pole vaulters in general to never make an Olympic Team?
Joe Dial 18'1.25'' HS, 19'6.5'' AR
Greg Duplantis 17'11.75'' HS 19'0.25'' PR
Tommy Skipper 18'3'' HSNR, 19'0.25'' PR
I see Dial and Duplantis both jumped their jumps in 1981 so Dial was the #1 but Duplantis won't far off. 1981 has three of the top 10 all time jumps for high school pole vault with Dale Jenkins jumping 17'10.5'' as well.

Pat Manson 18'0"
Brandon Richards 18'2"
Eric Eschbach 18'2 1/4"
Dale Jenkins 17'10 1/2"
the list goes on and on.
I'd hazard a guess that more 14' & 15' high school vaulters have been Olympians than those who jumped over 17' in HS.
Maybe somebody who lives in mom's basement and has a case of Mountain Dew at hand can put that list together.

Forgot to add Pat Manson to the list, was trying to grab guys on that all time list that had also managed to jump 19+. I think the guys that jump 17 and then jump 19 somewhat early in their career have a better chance than the guys that are number one in HS and do not improve fast. Probably the same reason you see so many 15' high school guys on the Olympic teams. Their careers do not get stale because they are constantly improving. Even if they only graduate college jumping 17'6 or 18' it is still so much constant improvement from high school they feel they need to keep going with it and see what happens.
