Olympic B standard doesn't really matter much, the only way a B standard athlete makes the team is if they win. And then no one else gets to go, so no one really wants to see that...

They won't send a "B" standard athlete even if they win, if there are 3 "A" standard athletes in the final. Here is a link to the athlete selection procedures, with examples of different scenarios on the last few pages. Scenario 3 shows this well.
