Training Poles

I am trying to find the rule about use of training poles in High School meets. I found the 2012 and 2013 rule books for NFHS - 2012 states they are not legal, 2013 does not mention them at all. I looked for the rule changes between now and then as well, with no success. I am sure I just missed it somewhere, but can someone help me out??

Still illegal.

another name for a training pole is a variable weight pole.

This is still addressed in the 2013 rule book . see 7.5.4 on page 57.
