bungee on practice runs

Is there a rule about putting up a bungee cord on practice runs before the competition starts at high school meets?
Pole Vault; Men invented it, Women will prefect it.

Wow, that's a good questions. I had never thought of putting bungee cords on during practice runs. Rainbowgirl, thanks for posting the answer. This seems like it would be a good training technique.
