Start with push ups, leg lifts, and body weight squats. Stay with these until you can do 30 reps of each in 30 seconds, then come back and I can suggest phase 2 exercises.

If you can do 1 chin up, then you are strong enough to pole vault. Extra strength always helps, but is not a requirement. Actually, your body type is very good for pole vaulting. It is true that you are a bit too skinny now, but as you grow you will probably become the tall lean athlete that excells...

Until you can jump17' don't worry about "pulling" at all. Focus on extending through the shoulders during the entire jump.

No such thing as a "good" short leg swing. Some vaulters will tuck the trail leg AFTER they swing it long through the chord of the pole. That is the technique you are describing in your question.

Carbon poles are much more expensive than fiberglass. The benefit is that they are lighter to carry. Most high school vaulters do not use a heavy enough pole for the difference between carbon and fiberglass to matter. So, in effect high school vaulters are wasting their money on carbon poles.
