I use hockey tape as it is dirt cheap here (12 rolls for 11 dollars at Costco) which is functionally almost identical to athletic tape. Without knowing much about how policies are underwritten, I would worry that this incident may cause insurance companies to zero in on pole vault, specifically, as a high-risk hazard and either refuse to insure it or back charge exorbitantly for coverage. Use narrow-diameter fishing wire or 69-gauge nylon thread to sew the thing back together. If it's too thick for a machine, use a sewing awl. Cover and waterproof with latex glue or some other kind of seam sealer.
