6 jump rule

The 6 jump rule (for anyone who doesnt know) is where in a meet you cna ohnly take a total of 6 jumps to speed up the competition.

ive heard that only new jersey does this, and ive also heard that only teh northeast does it, can anyone clarify on what the deal is with the 6 jump rule?

Bottom arm locking

whever i bend my bottom arm locks and when i goto row i can only row half way and can only get into a seated postition instead of vertical.
does anyone have any tips on how to not lock my arm but not collapse it either?
